After the mutiny of 1857,the issues of graft and corruption by the Company officials came to the fore.A prime source of power and wealth for the British Queen could not be left tto the mercy of financial and administrative mis-handling by the Company.
So India came under the direct rule of British Crown and the Government of India Act 1858 came into being to revamp the Administrative system.
Among other things financial management received concerted attention.This Act introduced a system of annual budget of Imperial Income and Expenditure in 1860. If budget comes can Audit be far behind?
The foundation stone of Imperial Audit was laid when Sir Edward Drummond took charge in November 1860 as the first Auditor General of British India. All procvinces directly under the British had an office of the Comptroller or Auditor General as he was called.
We have found extensive correspondence between the then Central Provinces Auditor General and CAG dating back to 1913.
At the time of Independence,there existed in Madhya Pradesh ,apart from AG Central Provinces;
Accountant General Gwalior Residency
Accountant General Holkar State,Indore
Accountant General Vindhya Pradesh,Rewa
Comptrollers in the numerous other Princely states.
